The Barangay Integrated Development Approach (BIDA) component creates awareness and empowers actors to actively participate in development efforts in their communities and enhance the capacity of the local leaders in planning, implementation, monitoring, and evaluation of development programs/projects/activities.
BIDA puts emphasis on capacity building and policy advocacy at various levels. Activities, strategies, and approaches in implementing the BIDANI strategy are being put forward and advocated to the academe, policymakers, local governments, non-government and people’s organizations, BIDANI implementers, and other key stakeholders.
Through BIDA, the barangay is guided to prepare the Barangay Integrated Development Plan (BIDP), which contains all development efforts in the barangay. It is a plan formulated by the people themselves, embodying community participation in projects, activities and services. It reflects the needs and aspirations of the villages and serves as the integrating instrument for proper coordination of development efforts.
At the municipal/city level, the mayor, the Municipal Development Council (MDC), heads of local government agencies, and Sangguniang Bayan members are oriented on BIDANI strategy to create awareness, promote partnerships, and solicit support for the operationalization of the BIDANI strategy in the city/municipality. A Municipal Technical Action Committee (MTAC), through the Municipal Technical Working Group, is formed.
At the barangay level, BIDA starts with orientations and training with barangay officials, barangay nutrition scholars (BNS), volunteer workers, and other implementers about the implementation of the BIDANI strategy. The barangay then forms a Program Planning and Implementing Committee (PPIC), which is essentially an expanded form of the Barangay Development Council (BDC). The BDC is headed by the Punong Barangay and composed of members of the Sangguniang Barangay, and representatives of non-government organizations operating in the Barangay, who shall constitute not less than one fourth (1/4) of the members of the fully organized BDC. The BDC is responsible for formulating the BIDP, which lays down all programs, projects and activities of the barangay to achieve inclusive growth and development.
If the barangays have BIDPs, the city/municipality has its corresponding City/Municipal Integrated Development Plan (C/MIDP) or Comprehensive Development Plan, which is based on the sectoral needs of the barangays and the city/municipality as a whole.
At the provincial level, the provincial governor and the Provincial Development Council (PDC) and the provincial line agency heads are oriented on the BIDANI strategy and the participatory planning approach using the BIDANI concept. At the initial stages of piloting, selection of target C/M areas is done in consultation with them.
